Being timeless and dynamic. God states that His scripture is for all people:
[38:87] "This is a reminder for the world.
[25:1] Most blessed is the One who revealed the Statute Book to His servant, so he can serve as a warner to the whole world.
A message and a reminder that conforms to a vast variety of people, systems, and cultures has to be detailed enough, flawless, clear, consistent, with no contradictions and no SUBJECTIVITY or CONDITIONS. That's exactly how our Creator describes it in His book by His own perfect words. While His laws and systems are the eternal absolute truth at all times, any other man-made doctrines WOULD FAIL to meet those standards. Any man-made laws and opinions would reflect all the imperfections and limitations of the human being, and would never provide us with consistent laws and systems that fit our needs eternally. Man-made laws are deficiently trapped into time and place hence they are short-term and subjective. Please reflect :
[10:37] This Quran could not possibly be authored by other than GOD. It confirms all previous messages, and provides a fully detailed scripture. It is infallible, for it comes from the Lord of the universe.
[18:1] Praise GOD, who revealed to His servant this scripture, and made it flawless.
[11:1] A.L.R. This is a scripture whose verses have been perfected, then elucidated.* It comes from a Most Wise, Most Cognizant.
[39:29] GOD cites the example of a man who deals with disputing partners (Hadith), compared to a man who deals with only one consistent source (Quran). Are they the same? Praise be to GOD; most of them do not know.
[4:82] Why do they not study the Quran carefully? If it were from other than GOD, they would have found in it numerous contradictions.*
[39:23] GOD has revealed herein the best Hadith; a book that is consistent, and points out both ways (to Heaven and Hell). The skins of those who reverence their Lord cringe therefrom, then their skins and their hearts soften up for GOD's message. Such is GOD's guidance; He bestows it upon whoever wills (to be guided). As for those sent astray by GOD, nothing can guide them.
